Levine Cava’s journey to public service began long before her time on the county commission. Born on September 14, 1955, in New York City, she grew up with a strong sense of social responsibility. Her travels throughout Latin America in her youth, including to Rio de Janeiro and Santiago, exposed her to the challenges faced by communities around the world and inspired her to pursue a career dedicated to making a difference. She attended Yale University, where she served as the President of the Student Council, and later earned a Juris Doctor from Columbia University and a Master of Social Work.
In 1980, Levine Cava moved to Miami with her husband, Dr. Robert Cava, and immediately began making an impact. She worked as an attorney with Legal Services of Greater Miami, providing critical legal aid to low-income families. Later, she became the legal director for the Guardian Ad Litem program, a court-run child welfare legal program. Her commitment to advocating for vulnerable children and families laid the foundation for a career focused on uplifting those in need.
Levine Cava’s dedication to the community was further demonstrated in the aftermath of Hurricane Andrew in 1992, when she was appointed as the Miami-Dade County program manager for the Florida Department of Children and Families. In this role, she helped lead the county’s recovery efforts and worked to rebuild the lives of those affected by the disaster. Her experience during this challenging time strengthened her resolve to continue fighting for the people of Miami-Dade.

In 1996, Levine Cava founded the Human Services Coalition, later renamed Catalyst Miami. Through partnerships with the United Way and local businesses, Catalyst Miami has been a lifeline for low-income families, providing financial education and resources to help them build financial security. Levine Cava’s Prosperity Campaign, launched through Catalyst Miami, has helped countless families increase their income and savings, empowering them to break the cycle of poverty and build a better future.
Her success as the leader of Catalyst Miami propelled her into the political arena, where she continued to champion the causes she had long fought for. As a county commissioner, she sponsored legislation that required local candidates for office to register when they raise money for political action committees, ensuring greater transparency in the political process. She also launched the Infill Housing Program, which aims to build affordable housing on county-owned land in her district, and sponsored the resolution to support the Paris climate agreement.
Levine Cava’s commitment to environmental protection has been a hallmark of her career. In response to the presence of fecal bacteria in Biscayne Bay in early 2020, she sponsored legislation to improve water testing in the area. Her leadership on these issues has earned her endorsements from labor unions, environmental groups like the Sierra Club, and prominent Democratic figures.
